4. While I am unable to say that Mr. Thomson

was a satisfactory Postmaster General, I am quite satisfied

that he will make an excellent Treasurer, for which office he

has special aptitude, and I recommend that his acting appoint-

ment be confirmed.

5. I have selected Commander Hastings for the

office of Postmaster General, in which post he is now acting.

I recommend that he he confirmed in that appointment.

6. The other matters referred to in your des-

patch under acknowledgment will be dealt with later in a se-

parate despatch.
